The Mayor of a town in Mexico ordered a lieutenant of State forces to suppress riots and attacks against certain American forces. Instead of dispersing the rioters, the troops did just the reverse. They started firing on the house in which the Americans had taken refuge. In the process, Americans were killed. Discuss the liability of the Mexican Government.
