The State Government acquired 10 acres of land belonging to 'X' for a public purpose, namely the construction of the outer ring road surrounding Hyderabad city. Subsequently, due to realignment of the road, the land was not required by the government. Instead of returning the land to its erstwhile owner, the same was given to a private special economic zone by the Government. Discuss the validity of the Government's action.
