Municipal corporation of Hyderabad has earmarked a certain plot of land measuring 20 acres for a public park and the same is also entered in the master plan of the city. After ten years due to Financial crunch, the corporation has decided to sell 15 acres of the earmarked land to a business house centre for construction of a shopping complex and the public park could be established in the remaining 5 acres. Mr. 'X' wants to challenge this decision. Advise him.
